For example my designer has 8 columns across the bottom of the page and then state names going down those columns. Should it read:
Alabama Alaska Arizona Arkansas California … Delaware
Florida Georgia …………………………Kansas

or

Alabama California Delaware Florida
Alaska …….
Arizona …..
Arkansas …..
